Board Member - M. Eloysa Segura Moraza
Background
Eloysa Segura Moraza has been an actively involved resident of Tulare for 40 years. Her husband recently retired from his dental practice which was in downtown Tulare. They are proud parents of three daughters who attended both the Tulare City School District and Tulare Joint Union High School District. The solid educational foundation they received from these two school districts prepared them for success in their university studies and professional careers as an attorney, school administrator and a director in a State non-profit organization. Eloysa has a long history of giving back to the community and to the Tulare educational system.
Professional Background
Eloysa received both her Bachelor’s and Master’s degrees and Counseling credential from UC Santa Barbara. She also received her School Psychologist credential from Cal State University, Long Beach. She has worked 35 years in education, 25 of those years in the Tulare City School District as a School Psychologist. Eloysa retired from the Tulare City School District in 2018.
Community Involvement
Eloysa has a history of commitment to serving organizations in Tulare. She has served in the following community organizations.
- Hispanic Alliance for Education, Culture and Recognition (HACER) member for 29 years and an Executive Board Member for over 10 years
- St. Rita’s Guadalupana Society member for 33 years
- Tulare Youth Service Bureau Board Member for 29 years
- Co-founder/director of a Children’s Ballet Folklorico Group for 15 years
- Leadership Tulare graduate

Personal Statement
I believe having a good education system can transform lives, therefore, I want to continue to support the success of the students in our community. I feel my 35 years in education, the various leadership roles I’ve held within the district and community, my bilingual skills, and my experience as a TCSD employee are strengths that will benefit the school board. I worked for several years at both schools represented by Area 1, Maple and Pleasant, and am honored to be able to continue working for the families in these schools.
