To ensure the health and safety of all students, California state law requires that children be fully immunized before starting school. Please schedule your child’s immunizations with your family doctor or visit your local health department.

Intradistrict Transfers (within the district)

In 1994, the Tulare City School District implemented a “Schools of Choice Option.” This allows students who reside within our district to attend the school of their choice, as long as space is available and if students in the schools’ attendance boundaries are not displaced.

Intradistrict transfers, which allow students to transfer from school to school within our district. In order to maintain room for students residing within a school's attendance area, transfers will be granted based on space availability (E.C. 48980). If at any time during the year, you move to an area outside of your student’s current school of enrollment, you must fill out an intradistrict transfer request within 10 days in order for your child to remain at his or her current school.

Intradistrict transfers timeline

First priority for intradistrict requests for the next school year will be available November 1st (or the closest work day).
The forms for requesting a transfer are available here. If you do not have computer access, please go into your student’s school for assistance or to the district office.
The deadline for submitting a first priority request is the last Thursday before winter break.
Notification of approval for first priority intradistrict requests will be mailed by March 1st.

Important additional information regarding intradistrict transfers

If your child is moving to a middle school, he/she will be expected to attend the school of residence, unless you apply for and receive another intradistrict request.
Parents/Guardians of Transitional Kindergarten or Kindergarten enrollees who have submitted an intradistrict request must still enroll their children at their school of residence. This will reserve a space at the school of residence, if for some reason the intradistrict request cannot be granted.
If there is a change of address in the course of the school year, the parents/guardians must fill out an intradistrict transfer within 10 days to request that their student remain at the school until the end of the school year.
Providing false residency (lives permanently) information may cause a transfer to be DENIED or REVOKED.
Transportation will be the responsibility of the parent/guardian of the child on any intradistrict requests.
A student shall be granted only one intradistrict transfer per school year.
Once a transfer is approved, it will be on a permanent basis as long as there is space at the site and the transfer student maintains good behavior, and regular attendance, which includes tardies and leaving campus early.

Interdistrict Transfers (from outside the district)

Interdistrict transfers allow students to transfer from one school district to another. In order to maintain room for students residing within a school's attendance area, transfers will be granted based on space availability (E.C. 48980).

Incoming interdistrict transfers

Parents/Guardians must initiate a transfer request from their district of residence yearly. Tulare City School District will accept transfer permits throughout the year.
New students to Tulare City School District must register online.
Interdistrict transfer requests will begin to be processed February 1st for the next school year.
Parents/Guardians are notified of acceptance by the first working Friday in June.
- - For an interdistrict transfer request received by the district 15 or fewer calendar days before the commencement of instruction in the school year for which the transfer is sought, the district will notify the parent/guardian of its final decision within 30 calendar days from the date the request was received.
  - For an interdistrict transfer request received by the district more than 15 days before the commencement of instruction in the school year for which the interdistrict transfer is sought, the district will notify the parent/guardian of its final decision as soon as possible, but no later than 14 calendar days after the commencement of instruction in the school year for which transfer is sought.
  - Failure of a parent/guardian to meet any timelines established by the district shall be deemed an abandonment of the request.

District rights to revoke interdistrict transfers

The Tulare City School District reserves the right to revoke any interdistrict attendance permit at any time during the school year for the following reasons:

Failure to maintain behavioral standards: The student is failing to maintain behavioral standards established by the district.
Attendance/tardy problems: The student has a history of failing to meet reasonable standards of attendance, which includes tardies and leaving campus early.
Diligence to studies: If the district feels that the child is not working up to his/her potential, then the interdistrict may be revoked.
If the district feels that the child is not working up to his or her potential.
If the student is not completing the assigned work in the classroom to the satisfaction of the classroom teacher.
Additional financial burden: If an interdistrict transfer student requires additional financial support beyond the amount generated by the ADA revenue, intended for that child the interdistrict permit may be revoked.

If a student's interdistrict transfer request is denied, the Superintendent or designee shall, in writing, notify the parents/guardians of their right to appeal to the County Board of Education within 30 calendar days from the date of the final denial. (Education Code 46600.2)

- No, but it will delay the process. You may select 'Not a current TCSD student' when completing the form.

3. If I was approved for a transfer request, but didn't enroll my child or withdrew my child, is the transfer still valid?

- No, you will need to submit a new transfer request.

4. We recently moved, what do I need to do?

- You must notify the school office when you change your address by bringing in a new proof of residence. Any additional directions will be provided to you by the school secretary.

5. My student is on an Intradistrict transfer, but we want to to back to our school of residence, what happens now?

- Students on approved transfers are committed to completing the entire year at the transfer school. During the next school year the student can return to their school of residence by contacting the school's office.

6. Is my student's Intradistrict transfer valid when they move from elementary school to middle school?

- No, please submit a new transfer request within the priority window.

7. My student is on an Intradistrict transfer, will any/all siblings also get into that school?

- No, siblings are not automatically placed at the transfer school, each student's transfer must have an approved transfer.

8. If I have not received a response to my transfer request, should I wait to enroll/register?

- No, the enrollment and registration process is independent of the transfer process.

9. Do I need to submit a new Intradistrict transfer request every year?

- No, once approved, the intradistrict request is valid for all grades at that school. Only submit a new request if your student is moving from elementary to middle school.
