Registration Requirements
Documents Required for Registration:
- Student's Birth Certificate
- Proof of Residency (such as current mortgage statement, rental agreement, gas bill, electric bill, or water bill with parent's name and address)
- Record of TB test or TB Risk Assessment
- Student's Record of Immunizations

To ensure the health and safety of all students, California state law requires that children be fully immunized before starting school. Please schedule your child’s immunizations with your family doctor or visit your local health department.

Intradistrict Transfers (within the district)
- First priority for intradistrict requests for the next school year will be available November 1st (or the closest work day).
- The forms for requesting a transfer are available here. If you do not have computer access, please go into your student’s school for assistance or to the district office.
- The deadline for submitting a first priority request is the last Thursday before winter break.
- Notification of approval for first priority intradistrict requests will be mailed by March 1st.
- If your child is moving to a middle school, he/she will be expected to attend the school of residence, unless you apply for and receive another intradistrict request.
- Parents/Guardians of Transitional Kindergarten or Kindergarten enrollees who have submitted an intradistrict request must still enroll their children at their school of residence. This will reserve a space at the school of residence, if for some reason the intradistrict request cannot be granted.
- If there is a change of address in the course of the school year, the parents/guardians must fill out an intradistrict transfer within 10 days to request that their student remain at the school until the end of the school year.
- Providing false residency (lives permanently) information may cause a transfer to be DENIED or REVOKED.
- Transportation will be the responsibility of the parent/guardian of the child on any intradistrict requests.
- A student shall be granted only one intradistrict transfer per school year.
- Once a transfer is approved, it will be on a permanent basis as long as there is space at the site and the transfer student maintains good behavior, and regular attendance, which includes tardies and leaving campus early.
Interdistrict Transfers (from outside the district)
- Parents/Guardians must initiate a transfer request from their district of residence yearly. Tulare City School District will accept transfer permits throughout the year.
- New students to Tulare City School District must register online.
- Interdistrict transfer requests will begin to be processed February 1st for the next school year.
- Parents/Guardians are notified of acceptance by the first working Friday in June.

- For an interdistrict transfer request received by the district 15 or fewer calendar days before the commencement of instruction in the school year for which the transfer is sought, the district will notify the parent/guardian of its final decision within 30 calendar days from the date the request was received.
- For an interdistrict transfer request received by the district more than 15 days before the commencement of instruction in the school year for which the interdistrict transfer is sought, the district will notify the parent/guardian of its final decision as soon as possible, but no later than 14 calendar days after the commencement of instruction in the school year for which transfer is sought.
- Failure of a parent/guardian to meet any timelines established by the district shall be deemed an abandonment of the request.

District rights to revoke interdistrict transfers
- Failure to maintain behavioral standards: The student is failing to maintain behavioral standards established by the district.
- Attendance/tardy problems: The student has a history of failing to meet reasonable standards of attendance, which includes tardies and leaving campus early.
- Diligence to studies: If the district feels that the child is not working up to his/her potential, then the interdistrict may be revoked.
- If the district feels that the child is not working up to his or her potential.
- If the student is not completing the assigned work in the classroom to the satisfaction of the classroom teacher.
- Additional financial burden: If an interdistrict transfer student requires additional financial support beyond the amount generated by the ADA revenue, intended for that child the interdistrict permit may be revoked.
If a student's interdistrict transfer request is denied, the Superintendent or designee shall, in writing, notify the parents/guardians of their right to appeal to the County Board of Education within 30 calendar days from the date of the final denial. (Education Code 46600.2)
