Boundary Adjustment Information and Documents

Tulare City School District is currently in the process of implementing Universal Transitional Kindergarten for all 4- year-olds. Governor Gavin Newsom signed Assembly Bill (AB) 130, which requires Transitional Kindergarten (TK) for all 4- year-olds by 2025-2026. Currently, TCSD offers TK for 4-year-olds born between September and February. By 2025-2026, TCSD is required to have a TK program for all 4-year-olds spanning all 12 months. This new requirement, for all 4-year-olds, necessitates classrooms to contain them. In order to make room for TK and to alleviate overcrowding, TCSD must adjust school residence boundaries and build facilities. Why Is TCSD Adjusting Boundaries?

Which sites are having boundary adjustments?

The boundary adjustments will take place beginning with the 2023-2024 school year. The following school sites will be impacted: Alpine Vista Schools, Cherry Avenue, Cypress, Lincoln Elementary, Los Tules Middle School, Maple Elementary, Mulcahy Middle School, Pleasant Elementary, Roosevelt Elementary and Wilson Elementary. The following schools not impacted by boundary changes are Garden, Heritage, Frank Kohn, Live Oak and Mission Valley.

How was it determined where boundaries would be moved and facilities to be built?

Why doesn’t the district just build a new school?

The district is in an odd place. TCSD must provide classrooms for all 4-year-olds, yet overall there is declining enrollment. TCSD does not qualify for state matching money to build a new school at this time, but can qualify for modernization and UTK Grants for facilities fundings. There are pockets of empty classrooms in the district. The boundary adjustments will capitalize on filling those empty rooms. However, when not enough boundary adjustments can be made to not only house TK, but also Special Programs, some building will be required.

What do I do if I don’t want my children to leave their current school?

You must fill out an Online Intra-district Transfer Request. The district will do its best to honor requests based on space. For students on a transfer due to the boundary adjustments, bussing will be provided for the 2023-2024 school year only.

Outline of Intra-district Procedure

November 1, 2022, Is the first day that Intra-district Transfer Request Forms will be available on our website for families wanting to request to stay at their current school site and not attend the new school site as determined by the boundary change. School site offices have computers available for parents to complete the form who do not have home access.

December 16, 2022, last day to submit First Priority Intra-district Transfer Requests.

December 17, 2022, Intra-district Transfer Requests received after this date will not be considered with the First Priority. They will be considered as a Second Priority Request and processed after May 15, 2023.

- All first-priority requests will be processed in the same batch beginning December 17, 2022. When there are more requests, than space available at each grade level at each school, a random drawing will be held. There is the possibility that one child in a family will be randomly selected to receive the Intra-district Transfer while another is not selected.

April 14, 2023, First Priority Intra-district Transfer Requests will be notified by this date as to the outcome of the request.

May 12, 2023, Second Priority Intra-district Transfer Requests will close. Inter-district Transfer Requests will be available on www.tcsdk8.org again after July 10, 2023.

May 15, 2023, Second Priority requests will begin to be reviewed for placement.

June 30, 2023, Second Priority Intra-district Transfer Requests will be notified by this date as to the outcome of the request.

This meeting is after November 1 when the Intra-district Transfers came out and now I am behind!
